Originally, I thought this was a watchdog error since the it said "RunTimeError" but the watchdog timer only activates after 15 seconds and the terminal returns this error in less than 5 seconds. On Luxinos's documentation I noticed that if the camera is unable to connect to the DHCP server it has a fall-back IP Address, 169.254.1.222. Using my computer, I was able to run a script that gives me the IP address of the camera and I noticed the two matched. It also mentions "In many cases, your host machine will automatically be assigned an IP address in the correct range", which I'm assuming my computer does but my Raspberry Pi 5 does not.
