Animated location arrows with Motion or After Effects (aerial film location map)

Hello, I need someone to build 3 animated location arrows on a 30 seconds film. See example in attachement. basically, I need a simple arrow with location title. One extremity of the arrow should stay "attached" to the location point (anchor) and the rest of the arrow and title should be moving as the aerial film is moving. Any details or extra explanations, please ask. NEED THIS DONE TODAY AS SOON AS POSSIBLE. I have a small budget, but it's a simple task for an experienced motiongrapher. If you have simialr project to show me, it's better. NB : I need sources (motion or AE) back as well as HD MOV (similar to original format).
