Build a website using Perl and MySQL

Project Requirements (website) (ver. b): Overview: We need a website that will: 1) Display the website in a eye pleasing format. 2) Allow a user to register so they can access our 'entity' database. 2a) The new user will be prompted to enter their data into a form, then the server will send a verification e-mail to their e-mail address with an embedded link. Upon clicking the embedded link they can then access the website. This should be fully automatic. 3) Once a user is logged in they will be able to query the database 10 times for free within 30 days. If they exceed 10 queries then they must wait for 30 days to elapse from their most recent query. 4) The user has the option of using PayPal or to send us a check so they can perform more queries. 5) If the user has money on deposit, then each match from the query (after the 10 free ones) will debit $0.50USD from their balance. Before displaying (or sending the data) the number of matches should be displayed in a pop-up window with the total amount for this query and their balance, asking them if they want to continue if so then the data will be displayed. 5) Everything the user does (free or registered) needs to be saved into a "use" database. this means their IP address, location (using IP), time, and the parameters they use when performing their query. 7) The "user" database containing the user information needs to be be easily modified using forms or a GUI interface. There are three MySQL database's: 'user' - this has the information on registered users. 'entity' - this is our main database with data on various companies. "Stock Symbol" with a box to the right where the user can enter the symbol code. "State" with a box to the right where the user can enter the State-Terriority code (no drop down box). "Country" with a drop down box to the right where the user can select the Country code. "CUSIP" with a box to the right where the user can enter the CUSIP code which is checked for correct format. "ISIN" with a box to the right where the user can enter the ISIN code. "LEI (CICI)" with a box to the right where the user can enter the CICI code. "CEO Last Name" with a box to the right where the user can enter the last name of the CFO. "CFO Last Name" with a box to the right where the user can enter the last name of the CFO. "Description" with a box to the right where the user can enter all or part of a description. If "Add a Filter" is clicked once again then the above process repeats. This allows the user to drill down and limit the matches. Note: We may add 2 or 3 more fields to the above list. The columns returned as a result of the queries are pre-defined.
