Combine FBX animation files to another rig

Project Description:
Paid a guy to take our FBX file and create some new moves. Well a few 100 later he created the new moves however the old animations no longer work. He said you can not use 2 rigs and the file i gave him did not have a rig. This is odd because people had done this before.

This even possible? Time is of the essence.
