I need to develop a windows software component (activex ?)that will connect to outlook and outlook express address books, read the list of emails and will send them to a web site, at which it will be available for usage (for sending emails online)

i have made an anti spam application in which i used the code to extract email addresses from outlook express.(those would be whitelist).
I can offer you the same code for 125$ which will extract emails from OE.

Hello, i have some experience with add-on with Outlook and Outlook Express, i can help you to do your project.
I use a software like this in my job (I send a list to server - name+email -, via FTP, or I get the server's lists). It's a .NET executable, not an activeX.
I already has source which read address book of Outlook by COM.
Needed only part for sending to site but this is simple can be done over html browser standard component.
