Media Player Software based on VideoLan Library

Resume: We don't want to change the source code of the original VideoLan Player software ([login to view URL]) (a open source project) to make it more simple. We want to develop a new very simple media player software with c++, (not .NET relation if possible) based on VideoLan Library ([login to view URL]), nothing complex, just a few functions and buttons, there is a lot of help in the videolan website. More info: We want to make our own software player, based on Videolan library (an open source project). We don't need special things, just play button, stop button, a volume slider, and a box to display the video (in case of video stream), if audio, display nothing. Exactly like VideoLan does, but without all the menus, and things that make complex it use. We need a very simple to use software player based on VideoLan library (not a modified version of videolan software). That we need: We need it with our own graphic design. (please see the attached file) We need it with no relation to .net framework. (if possible, please tell us this important point in your bid) We need spaces in the code (detailed spaces) to add our own global variables, declaration of functions, functions, classes, (our own code). We need that the software player verify if the computer is connected or not to internet at the start. We need that the software player verify the available download and upload bandwidth in the internet connection at the start. (obtaining two integers) We need that the software verify the version of the software, and if exist a new edition (in a url source) then display a message or download a new edition, at the start. (a upgrade module) We need it ready to run in all windows editions, included windows vista. We want to add some new features (nothing complex) in the future. for example, chat, news, etc. so this is only the first step in the development, all the other modules will be added in the future. We appreciate a very stable software and a clear code.
