I work in Delphi for more then 10 years and i've run into a lot of things. Your project on a 1-10 scale is about 4-5 difficulty for me.

I have an experience in developing image processing/recognition software (jpeg, png, gif, bmp). Can implement it as a DLL. I also have 4 year experience in Delphi, so I could write a sample Delphi app. calling the DLL.

Co-incidently, I'd done this proj (bachelor thesis) in Linux ... I've proj made up in linux, opencv ... just need some time to modify it according to your need ... looking forward to work with you.

I am a Image processing scientist at University of Sussex, I would like to enhance my experience in the field as well as support people who are trying to learn the same. I am quite experienced in Matlab, Opencv, C/C++, Visual Studio and Linux environment.
