Project Description:
I legitimately represent foreign governments that would like to use any technology possible to geolocate a list of cell phone numbers within the borders of their country.

My clients are high level law enforcement agents and the target phones belong to – shall we say – very disturbing people. All that is necessary is to locate where the phone is at any given time. The bad guys are very savvy and operatives cannot gain access to the actual devices to install clients or software. To further complicate the requirement – corruption prevents overt cooperation with the carrier. This leaves a mobile install embedded in an MMS or SMS as far as I know. But - that is why I need a genius! I am not a developer. Your approach and ideas are encouraged.

We expect developement of this type of application should be possible in 10-15 days - but please quote an accurate trimeline from your point of view.

Simple question, is this possible? Price, although a consideration – is not the main driver.
I am sure you can read between the lines to determine the two countries with which I consult. Any additional information you need – please contact me and I will respond directly. We require all source code and fully complied result to end the project and release escrowed funds.
