Skype plugin to allow/block clicks in specific areas.

I need you to develop the same application again.
For more explanation i have attached screen shots where to block clicks and where to allow in skype ( including the options i need ).
I May post a few more places very soon within this project.

Disable Tab, Delete, Shift, CTRL, ALT, Drop Down keys when application is active.
Disable Task manager when application is active.
And block clicks and allow clicks in some parts in skype.
Password protect application. So no one can close application.
Filter option. ( to block words, letters , numbers . what ever i put in filter option ) to block in messaging area in skype.


Payment will be released in 2 milestones.
First mileston: When application is developed completely. ( 30% milestone )
Last milestone: When i test it on all windows and test all options and every thing works fine ( remaining 70% milestone ).

Application must be user friendly. No bugs, virus, trojans, spywares, adwares. I will test application before releasing last milestone.

Maximum bid $300 USD.
Bonus will be paid for professional job and within said time.
