Project Description:
Request for quote for full PDF Editor.
The first goal is to make a renderer (NOT USING ANY OPEN-SOURCE library) nor any customized open-source product nor any library.
It should be able to do stamp, redact, insert picture, edit text, reflow text, load existing PDF file.
This is to be done using either Delphi, C# or C++ or C.
I attach a sample what it should look like.
(This is a quotation or request for quote, so I need a full milestone and discussion first prior to awarding a new project with correct pricing.)
