Application to convert Windows 7 to look like XP folders

Project Description:
Have need to build a quick small windows based program to make windows 7 folder icons, function and look like windows xp icons, windows 7 uses slanted folder icons that keep a graphics user from being able to clearly see the contents inside those folders, but XP allowed you to see a set of 4 thumbnails shown on the front of each folder icon in XP. There are ways to make a bash script to make this work, but if this was made into a windows applicaiton, thats installable own its own, that would be best. Please give idea and estimate of what you think is best to accomplish this task and make it as automated as possable...I have added an attached file showing the difference and a link to others who have the same problem and attemped to fix the same issue with a bash scripting..so you can better understand the application needed to be made....
