I need a desktop application that can dynamically detect/download or update files from a given server.
By dynamic, I mean, if a client open the desktop application, the application will be able to see all available files in a directory.

Here is the process that I was thinking:
The downloader will read a .ini file located in web server.(the address url for the ini will be embedded in the downloader)
The .ini will have 2 URLs for the directories of the files. The 2 URLs are separated by tabs in the downloader.
The list of files and folders available for download will be shown in the downloader window and it will compare the files in the directory of the downloader.
If the file in the server does not exist in the downloader directory, it will have a download button.
If the file is on both the server and downloader directory, it will have a update button
If the files match, it will just say, up to date.
If possible, use the associated icons for the files. If the person open the folders, they will have the option to update the files in the folders individually.
Keep in mind that I do not work for a big company, I'm just trying to develop a game and I just need a way to deliver my client side files to possible players to play/test so keep the bids low... If you bid high and your reputation is low, I might just ignore you.
