We need an arduino shield that can communicate with z-wave.

Does not speak zwave protocol. We need to communicate with
the z-wave devices in the home-centers, for example:

This is one-way communication of simple on-off commands.
Please do not exceed the max price. You will be responsible for all materials you need for prototyping
the board and testing the device. You will deliver a working prototype with PCB designs, schematics,
and software. You must be able to control the 45604.
