css html template

Project Description:
I want a css and psd template for my website which will be similar to http://www.greatwebsiteguide.com/.My website will be bit adjnaced
and will have some features of http://stackoverflow.com/.Eg users,badges,tags,open id integration,upvote/downvote.User submitting
reviews etc.So there should be approprivate desing ,inpute boxes etc in the css.Refer stackoverflow.com for more details.
The desing of the website should be clean ,simple and user friendly.I like how likedin ,facebook,http://hubpages.com/
kind of desing and thats waht i call a clean ,simple and user friendly.
I will try to post some UI desing in pen and paper if possible.

**UI Features required:**
1)Viewing list of websites , able to see their details
2)Browse websites by category or by badges.
3)Posting reviews.
4)Open id login page
5)Space for ads
6)User profiles
7)Space for posting reviews
8)Many features from greatwebsiteguide.com and stackoverflow.com

**Guidelines:**
1)Only css ,html and psd is required, do scripting is required.
1)All images /icons used in cssshould be original, and not copied from net or any other sources.
2)Desing should be orignial and should not be a copy of any website (not even greatwebsiteguide.com)i mentioned previously in this post.
3)Sample html page should be suppiled along with the css to show how the css can be used
4)Coder is required to update css depedning on my review comments and feedback
5)Coder should be online for chatting (on gtalk/yahoo)at around 10pm to 11pm IST daily.
6)Bid low if you want to win this bid as am tight on budget, users who dont have any rating on vworker.com may also bid
if they are confidend of delivering a good desing.
7)Html /css should be cross broswe compatable.It should be displayed in same way on all major browsers(firefox,ie,crome,safari,opera)
8)Only div and span should be used , no tables should be used
9)Payment will be dont only if the desing is up to the mark and professional looking
