Dear Mobile Apps Developing Freelancers,

I'm looking to have a something similar to "matrix pocket" android app. The preliminary project spec is similar to willpowersl ‘s (Project ID: 4559603). Nevertheless, please note that this project is only 1% part of our global project. We need this tiny project to achieve our mid/long-term synergy relations.

We are currently operating an Australia-wide LPR network with Samsung mobile phone handsets plus "matrix pocket" android app plus APPs to upload the log files to our central servers. We have multiple corporate chain customers using our information services. Now they are willing to invest into our business to tidy-up those band-aided solutions.

The Tiny APPs Project
Basically it's an android real time automatic licence plate recognition application.

The Objective
This Tiny APPs Project is for us the pay you to demonstrate your competences within the scope that we are seeking for. We have had effective but NOT yet efficient bundled solutions of Samsung mobile phone handsets plus "matrix pocket" android app plus APPs to fulfill our corporate customers’ minimal expectations.

The application would
a. Watch constantly on the given scene (you might specify the requirement of the location setting for the mobile phone);
b. automatically detect a plate from the scene;
c. take the 8MP static photo of the detected plate;
d. Transmit the captured 8MP image via WIFI connection;
e. At the same time, transmit the GPS location via WIFI (and/or SMS) connection;
f. At the same time, logged the GPS location
g. At the same time, perform pattern recognition of the captured 8MP image (not the SD video image) within ASCII character set
h. Transmit the recognized number plate in text via WIFI (and/or SMS) connection.
i. At the same time, logged the recognized number plate in text plus time stamp and the GPS location locally.
j. You would worry about performing a check if it's listed in the database of expired plate number later as we have exiting band-aided solutions in place. The current bundled system has been the cash cow for attracting cooperate payments in subscription base. We will invite you to join our high-growth work team with reasonable pay plus share options.

Q1: I wonder if this app needs backend web service.
A1: Good point! You are going to send to our existing web server in the following request string:
http:IP_Address/LP=[Transparent_Text (current requirement)]|[PGP_encrypted Text (later)]

Q2: So just 1 api endpoint?
A2: For this particular Tiny Trial APP, Yes. (Revised) [4:09:17 PM] Info Hunter: Obviously, the actual system would be much complicated. We would pay you to address them later.

Q3: Do you want the first tiny trial app with android? or iphone?
A3: Android First. We are using them as the fixed LPR devices rather than mobile LPR devices. Therefore, we would have to choose the lowest cost hardware (=HTC handsets eventually). Accordingly, we can start from HTC handsets if you are more familiar with.

Q4. I am afraid that I am major in iPhone development. What can I do for you?
A4: Please refer me those Android developer around you. I am waiting.

Q5. Although I have NOT done any LPR APPs for iPhone so far. But at least for iPhone, I am confident in development.
A5. The KEY for LPR APPs is about the accuracy (in %) of the number plates.

Q6. Please specify the operational situation of the application.
A6a. The application will be implemented in the location that each car will take 30 sec (busiest) to 5 minutes (in average) interval to pass. A speed-hump is in place to force each car to slow-down before the camera.
A6b. The camera will be installed with zoom lens to ensure at least 300 x 50 pixels for those number plates.
A3c. Additional infrared (‘IR’) filter will be in place to block the head-lights, and additional infrared (‘IR’) lighting source(s) will be in place to ensure sufficient brightness on those targeted number plates.

Q7. I am familiar with PhoneGap platform but I am new to LPR thus I need time to be familiar with recognition features on backend (LAMP) server. I need at least USD$3,000 to cover my learning curve.
A7. We have been in the PR field for quite some time. We will pay you to demonstrate your skills in the field. Unfortunately, our corporate customers are NOT in the position to fund a fresh person for learning. Nevertheless, we are happy to provide you our current {Samsung mobile phone handsets + "matrix pocket" android app + APPs to upload the log files to our central servers} solution for USD$1,500 so you can learn from us. Alternatively, we can also offer you our current {NCEO LPR Camera + LPR-embedded DVR} hardware solution for USD$3,000.

Q8. I am very good in bidding complicated APPs although my current completing rate is around 50%. I have never done LPR APP but I am very confident that I can make it this time. Can I get USD$3,000 up front?
A8. We are here to pay you to demonstrate your skills in the LPR field. If the Project is a stranger to you, then we might be able to start with the following Hello World test:
{Samsung mobile phone handsets + "matrix pocket" android app + APPs to upload the log files to our central servers} - Just write a Hello World APP to:
a. Read the files from Mobilephone://Matrix/log and Mobilephone://Matrix/log/Pictures;
b1. If Empty, then wait for next V_Interval; Continue;

b2. Transmit them to Web_Server_IP/LP=[The Record in the file of Mobilephone://Matrix/log] via WIFI connection;
c. If [Transmittion is Successful], then Clear the transmitted record from the file of Mobilephone://Matrix/log;
