Project Description:
I`m looking for a webmail server system to be operated on a Windows platform.It is plain basic POP3 web emailing system but it needs to be able to create/operate massive amount of user accounts. Projected number of accounts is within 15-25 million accounts. This is to be used for public support purposes, so it should not have most of the features of a commercial web mail system. The system will also be run on only one domain name. Also, all of the accounts should NOT be allowed to forward emails except for admin. Only admin has the right to send email to all the accounts. Normal accounts are not allowed to send/receive mails from external and also from within the same webmail domain. All email received by normal accounts is ONLY sent from admin and no one else. The system should also come with a webadmin console to create user,administer site and etc.
Other details:
- Basic limits such as 10Mb storage space (configurable) should be placed on all accounts.
- An interactive and friendly interface
- No auto-responders
- If the webmail software is not free, and requires a one-off purchase, please factor this into your
bid.
- An anti-virus and anti-spam feature
- A backup/restore function would be good.

Does it HAVE to be a windows-based server? For this particular project, Linux and OSS stack for POP3/SMTP have a proven performance boost, with lower license and development costs.
