  Please provide more details with files samples of each type and that will help us to bid depending upon the effort involved. We need to see the files to judge the effort involved.

  Depending on the content/format of the meta files (0be6d1d2-3ec6-46fb-93f7-c577e2d00945), I would be able to properly recommend and develop a solution the would exactly meet your intended use. I have written similar programs various scripting, complied, and dynamic languages on both Windows and UNIX platforms. One system I did created a database of parsed eMails with extracted eMail attachments then launched the associated program for redaction of the attachments before saving the redacted copy.
  
  A little clarification of exact requirements will go a long way to meeting your exact needs. Such as:
  -- Platform (which operating system)?
  -- Is program to be a stand-alone program, a DLL type library, a component, a GUI or command line application?
  -- Are you looking to iterate through a folder/directory of the meta data files or provide an input list?
  -- Do you want to stop at every referenced file and prompt for the File Association? OR STOP only at unknown file Associations?
  -- Does the associated program need to be launched and closed before going on to the next Item?
  -- What if you do not have the software installed for an unknown file type?

  I understand that the file and the data are important and the best way to sort this out would be by applying a logic to differentiate the files using its meta-data. I am experienced with file handling and I am sure that I can do this better for you.
