Keyboard input intercept from Internet Explorer

Project Description:
Requirements to the application:

1) Keyboard input intercept from Internet Explorer (including Internet Explorer 9 and Internet Explorer 10)
with the ability to make records in log-file.

2) Operating Systems:
Windows XP 32-bit and 64-bit
Windows 7 32-bit and 64-bit
Windows 8 32-bit and 64-bit

3) Programming Language:
any, but we should be able to manage functionality of this program from Delphi application

4) Running without administrator rights (user level), tolerance from anti-virus software

We need a Delphi application with
- buttons: "start log", "stop log"
- file with the result of interception
