Create a DNS server for a server that will host VPSes

Project Description:
I have dedicated server which will host several VPSes. Each VPS will have cPanel installed, and each one will have several domains attached.What I need is:
- setting up nameservers ns1.domain.com and ns2.domain.com.
- those nameservers will have to work with all domains that will be added to the VPSes
Currently I have ns1 and ns2, but it seems that I'm missing configuration somewhere. I'm looking for and expert to take a look and fix this as soon as possible. Max budget $30.

1, Contact domain registrar of domain.com and add host entires for ns1 and ns2
2, Edit domain.com dns and add NS entries
domain.com IN NS ns1.domain.com.
domain.com IN NS ns2.domain.com.
ns1 IN A IPaddress
ns2 IN A IPaddress
3, Update name servers with other domains who are going to use this name server.
