The major things that are required:

2. Article/blog
3. Document section - where users can upload documents and view them via a built in document viewer.
4. Reputation system
5. Badge system
6. Reverse Auction - users can upload projects to invite quotes / proposals like freelancer / peopleperhour.
7. Notifications to be set automatically by PM or Email.
8. All info is tagged by users and organised by these tags.
We would need the design of the website to be clean, functional and professional looking.
