An overview of what we're looking for:• Navigation. Javascript animated rollover features for main menu; plus html footer menu at bottom of every page.
• Pages. Up to 25 web pages of Client’s choice.
• Photo Gallery. Photo gallery tool with a control panel for web based album creation, image uploads, and adding descriptions. Install up to 25 photos to start.
• Google Maps link. On the contact page, a link to Google Maps will be included below the address to Client’s location.
• Installation of webpages on the client's web hosting service.
• Blog Integration. Admin controlled WordPress blog integration.
• Shopping Cart. Design, install and configure custom shopping cart. Includes one-year subscription for an SSL Certificate. Includes install of up to 50 client provided product photos, pricing, and descriptions. Includes a back-end management interface where client can manage ongoing product inventory, pricing, photos and descriptions. Product details shop page will include the option for visitors to choose product drop-off locations.
• Contact Form. General contact form with checkbox for signing-up for newsletter. Include up to 10 data fields.
• Sitemap.

Actually, the shopping cart, if done correctly, will be anything but static. Seeing from your budget, I fear that you and your client are going to end up with a very unfavorable solution. However, if you're open to discussing some options, our team not only designs and develops websites, we also custom code ecommerce systems - from small to large (large being 300K+ products).
