redesign (PSD) and encoding into WP of an existing WP site

Project Description:
Hi,I would like to rebuild graphically and a little bit in structure an existing website on Soccer. The site is a french one and is online (http://www. infopsg .com)
The work will be in a two step process for which i need a single provider responsible for the whole:
1. creation of a new graphical identity (PSD layout)
A process of a couple of back and forth will be needed after a choice of a direction for the new design in order to incorporate new ideas into the site. 3 pages design is needed: homepage, article and category page.
2. integration of the layout into a WP theme to match existing website
Cutting the PSF file and convert it to HTML. Encoding of the resulting site with a new design must be run on a WP prototyping plateform to build a working website with a snapshot of the existing website (provided by us). As soon as everything is validated, the result will be migrated to the real site due to a strong trafic on existing site, prototyping live on the site is simply impossible)
