US Refineries Construction Managers or Procurement Contacts

Project Description:
We are a US construction company looking to sell design/build construction services to US refineries.

Below is a listing of the refineries in the US.

What I would like to find actionable leads that I can contact within these refineries to be able to set up a meetings.

I would like to set a target of 5 contacts per refinery. Each contact should have the following information:
Full Name
Position
Company works for
Refinery they work for
Email
Phone
Linkedin profile
Facebook profile

I know that the successful freelancer for this project may not get 5 leads for each refinery or even all the information for each of the leads. This is what I would ideally like to see.

I also know that this is a long list, so the idea is that we set up milestone payments for based on each refinery information obtained. We can then also see how good the leads are before all the work is completed.

As soon as the first meeting can be set up, I will consider the work completed and pay the entire amount. I will also most likely follow up with additional work to continue the effort.
