I need to be able to add something like this to the images in my WordPress posts:

It's basically a flash file with a looped animation on a top layer. I need simple way to add this "flash watermark" automatically myself, not only to existing images but also images I add to the blog in the future.
My budget is $40. Let me know how you can accomplish this.
