SEO Link Building - Must meet Google Standards

We are looking for someone to help increase traffic and search engine results for a Carpet Cleaning / Property Maintenance Website. We need someone who can build PR4+, HIGH QUALITY, RELATED backlinks. Websites must be English speaking, US based. Links MUST be on PAGES with PR2+, not a domain of PR2+. We will check all links before issuing payment. If you feel you can NOT improve our search engine results page and site Page Rank, do not bother bidding for this project. We want to create a long term partnership with the successful SEO expert. We will give specific instructions regarding what keywords we want on project acceptance. However, we will also be looking for advice from the SEO expert on other keywords. Please write in PMB: - your SEO experience with link to your completed SEO related projects on SL - where do your links come from (sites/related sites/forums/forums signatures/blogs/blogs comments/social sites/directories) - what SEO techniques can you use to generate traffic and increase my site ranking (social stuff, Web 2.0 sites, some techniques to get linked in wikipedia, etc) I require report of list of links added, where, what PR, when added, etc in a spreadsheet upon completion. We only pay 30 days after completion date, whereby when we will see results, we do not want fake hits, we want quality, if you make us grow as a business, we can have a long and fruitful relationship.
