3000 White hat backlinks - 100% Google Compliant

There's a few more requirements, but these are the main ones, most important.

Please only bid if you are able to provide approximately 3,000 backlinks meeting the requirements below, for $300 or less. The right candidate may be awarded another similar project.

REQUIREMENTS:
--Must be fully up to date and knowledgeable about the recent Panda and Penguin algorithm updates and can achieve excellent results while still abiding by the new rules
-- ABSOLUTELY NO BLACK HAT OR GREY HAT METHODS, ONLY WHITE HAT METHODS
-- Google guidelines must be followed and no way should be compromised
-- Create no more than 50 Links per day (approx. 60 day timeline for 3000 links)
-- Links should contain the target anchor text and titles, link pages must be relevant to the anchor text
-- URLs must be live as soon as you create them. We expect them to be picked up by search engines with 1-3 days
-- All must be Do Follow, "unidirectional" (One-way), Permanent, and only-Incoming (non-reciprocal) links
-- All links must come from Google PR3+ to PR5+ or better pages
-- Submissions and links should be permanent with the same URL for atleast 180 days. We will check, and any broken backlinks within the first 180 days must be replaced, at no additional charge
-- A maximum of ONE backlink per domain. Each backlink must have a unique IP address
-- Links must either be on home page or internal page that is linked with home page, no more than 2 clicks from the home page

NOT ALLOWED:
-- No forum posts, links from guest books, within newsgroups, yahoo groups, or Craiggs* sites
-- No hidden links, No rel="nofollow" tag, No meta tag content="noindex, nofollow" or robots.txt excluded link pages
-- No BLOG commenting links
-- No Forum or non niche related links at all except for social links
-- No subdomains, back links must be on the main domain
-- No BLOG commenting links
-- No more than 1 link per domain, per Class C IP. Each backlink must have a unique IP address
-- No spam method(s) can be used. No junk profile building techniques are to be used
-- No robots.txt blocking, fake PR, sites banned by Google, Yahoo, or Bing
-- No use of automated software or bots
-- NO PING SITES
-- No links from under construction pages
-- No FOREIGN sites, only US based IP addresses with these domains: .com /.net /.gov /.edu / .org
