  You have to grant that this is a fairly complex project.
  You will need to rework the budget and the timeframe, if you are agreeable to this then I will consider bidding for this job
  
  Please see my comments.
  
  
  1. Mobile SIP dialer for OS Mobile: Symbian (ALL), iPhone & iPod, Windows, Android OS, (communication via either GPRS, EDGE, 3G or Wi-Fi connection), Voice & Video.
  
  We recommend developing our own VOIP stackwhich would take about 1 & 1/2 working yr to complete the job.Which includes the SIP and RTP , Audio and Video with the codecs.Regarding the codecs the licensing issues need to be considerd.This will need good expertise in codec technology.
  
  Since you have to inlcude all the above phones, according to me a generalise stack (Symbian and windows). wont be a good idea as , symbian some times is not able to handle certain exceptions which are generated from the plain C++ code so i recommend to build the symbian stack in Sybmian C++.
  If you dont want to develop your own SIP stack then you can use the SIP API's provided by symbian. But Nokia has decalred that it would remove its SIP stack from the further versions. If that really happens then you would have to redevelop the stack.In case of windows you dont have option but to develop your own stack.
  
  Regarding IPhone you need apple environment for development , so it would be all together a different technology.
  
  Andriod have provided only the java environment. The SIP stack can be implemented in JAVA , but the issue is the RTP .and even if we somehow call a DLL of RTP developed in C++ through JAVA i am doubtful about the performance.
  
  2. Dialer should be able to run behind NAT or on private IP.
  
  This is included in the SIP , so implementation of SIP stack will include this functionality.
  
  
  3. Instant Messaging (integration with msn contacts, yahoo contacts, skype. ) Chat and call:MSN, Skye Yahoo, Fring , ICQ, Gmail
  Facebook and twitter functionality
  
  Regarding this the main issue is the availablity of the API's. and even if all are available ,since we need to integarte all the above mentioned things i would look at
  8 working months.
  
  4.User friendly interface
  
  UI depends upon the complexiyt and creativity required. And also the functionality required. For this i quote 4 working months.Which inlcudes the UI for VOIP calling (phonebook, call logs etc) and for chatting applications. If we use the avalable API's the time required will be lesser.
  
  5. Installation procedure.
  
  In this case OTA can be a good option.Like putting the application on centralised server and sending the links to download it.n case of symbian the installable gets installed as soon as it gets downloaded. Same thing can happen in windows.
