GAF clone with new design

Project Description:

We need a clone of GAF to be made but with some changes and new specifications:
1. the site should be done in Java with JSP using either Struts 1.3.x or 2
2. the database should be MySQL 5+
3. Hibernate 3.2+ should be used as ORM
4. the JDK used should be 1.5+
5. We would like the same features as GAF but it should be extendable by our coders (so please no need to sell us scripts that already are on the net, if we wanted them, we would have bought them)
6. the site should be *completely* multilingual so the use of resource bundles or application resources are a must
7. even if the features will be the same as GAF, the design should be look like the one on http://osc3.template-help.com/joomla_18725/index.php, this is for us very important, it has to be neat and very good looking so you either have to be a very good coder and a very good designer or delegate the design to someone else but at your own cost
8. the copyright of the code after it will be handed to us should be ours
9. the logger to be used should be Log5J (http://sourceforge.net/projects/log5j)
10. the site should be performance tested (we intend to have at least 200 users per minute) and secure
11. your Java code will have to be completely documented and inline comments should be needed where you think it should fit
12. Unit tests have to be provided, both for the application (in case of Struts 1.3.x, using StrutsTestCase or for Struts 2.x with JUnit) and for the database layer (using DBUnit)

NB. Bids should be up to 250 USD in order to be considered and please show us what you've already done in order for us to be able to consider you for this project

This one has been added because we just wanted to do it but can't here. The bids accepted are up to 400 USD and no more 250 USD.

When project will be given to a coder, we will release the escrow in 3 steps:
1. as soon as we will have seen the complete design of the site : 100 USD
2. as soon as we will have the first draft of the JSPs (either seen online or given to us to be tested and checked for review in form of a war and the SQL code for the JSPs) : 150 USD
3. as soon as we will see the last version with the relevant reviews of 2. and receive the whole war file, SQL code *and* Java code : 150 USD
