I'd like to add chat capability to a Flash video stream being served off of a Wowza server.

I can give you access connect to the Wowza video stream.
Options:

You can use, for example, the free open source video player, Flowplayer, to display the video and to add the chat and ads, or you can use or create any other solution.
Javascript chat solution:

Flowplayer has a Javascript API with which you can add chat using platforms such as COMET, maybe phpFreeChat, or your own chat solution.
Flash / Wowza(Java) chat solution:

Otherwise, you can develop Flash code in Flowplayer or your own video player, or create a bit of Wowza code to do the chat.

I'd like to ad advertisements using, e.g., OpenX, which works with Flowplayer

The video content is to be desktop capture using VLC to capture and stream using RTP with with VLC.

This is available out of the box.
