Joomla project expert needed

Project Description:
We need a Joomla site created based on an existing one. We have the graphic design already in PSD/layered PNG, so your work is basically creating a Joomla site based on this design, integrating content from the old site. Please understand this project specifically involves knowlege of Joomla articles/posts as it's a news site, similar to Wordpress <wp_posts> table so reading, handling and managing Joomla articles is a MUST, displaying them according 3 different Joomla layouts, featured articles layout displayed 2 per row in the home page, articles displayed according to a certain category menu/section and layout for articles once clicked, to fully expand

Also, language selection will be needed so a Joomla plugin for language selection is a must too as the site should be read through diferent countries, it's a news site
