Android mobile tracking

Project Description:
My requirement- Need to track mobile.


My problem::
Currently, i am able to track a android mobile but to do so-

step1: i have to get that mobile on my table
step2: i have to login inside latitude from a google mail address,
step3: i have to accept sharing of this user from latitude, i need its user ID to do somethings.

Problems i am facing::
1. user can logout
2. change latitude account

Now what i want from you:
I need an apk, which will track a mobile, please let me know what limitations will be there. I dont want user to login, and should not be able to delete this apk. This apk should start when mobile is switched on and should not stop while the mobile is on.

I need to see his current position on the map, and wanna save his long/lat in my db and wanna see his route map

I will only wish to use google services and dont want facebook services.

Please bid if you have already done this kind of project.

If you can generate for ios then it will an edge,
I need proper document of the coding and the project will be considered over after the testing and compiling of it at my end.
