Create a cross-platform mobile apps with push notification

Our client wanted to create a mobile app for the shopping cart. The apps is to provide promotional information from the retail shop, and also communicate to customer while their order is confirmed or read to pick up. Stage 1 requirements 1) Promotional function, able to pull content from a php web site dynamically, and show * an app version of a list promotional items with detail page * an app version of a list new items with detail page * an app version of company information, store time, address - one long page * good to have : off-site cache while internet disconnected (need estimate the extra cost separately ) * the shopping cart can provide JSON/txt/XML or any similar feeds 2) One-time register the phone app to shopping cart, this is for pushing the notification * via our Client’s shopping cart login/password * Mobile Push Notification a. able to receive communication / notification from shopping cart b. provide the necessary php code for shopping cart to add into the server side for creating the communication c. integrate with push notification for Google and Apple. * Vendor need to provide sample coding on how we can push notification from shopping cart. 3) Professional looking mobile design * Vendor to provide a simple but professional looking design for the apps * similar look and feel with shopping cart online website (branding) 4) Cross-platform , target mobile device * iOS 5+ * Android 3+ * future for Window mobile (not now) * must be one code cross platform more detail will be provide to the short-listed developer
