Help with creating our iphone application

I am creating an iphone application and need a quick bit of help with part of it. We need an iphone page which has a wheel of [login to view URL] user can click and hold on any card and spin the wheel . There is an arrow which will tell what the card is, and change the title at the top depending on which card
the arrow is facing.
When the user clicks on any card it will take him to another page which has the information of that card.
Further, its to be developed in phonegap.
Front Page:
For the wheel we want it as free spin ( hold and drag ) , it will rotate
with the direction of the finger swipe, there is sound effect with the
spinning it speed up and slow down with the spinning speed of the wheel
(sound effects can be turned on/off). Sound effect should come in as the card
passes 90 degrees. (12 o'clock)
When the user play with the wheel the
arrow disappears , the titles will change with speed of the spinning, if the
wheel slow the titles will change slow , if it fast the titles will change
fast. and each card has it own title , when the wheel stop , it take the
nearest card and make it at 90 degree so it doesn't stop between 2 cards .
when the wheel stop the card at 90 degree is the choosen one and the title
of it will be shown , and it will pop up from the wheel , about 22px up .
when the user click on the title or the card it will take him to the page
with information about it.
In the cardwheel.rar there is an example how the wheel should look like and
how the card goes up when selected ( use firefox )
Inside page:
Half of the wheel will be shown from the bottom , it has same functionality
of the front page wheel , free spin in both directions , the card on the
90 deg will open new page after small delay (1or 2 seconds), if the user spin the wheel and
it stop on the same card he is on, nothing changes, when he spins it and stops on any other card
it will change the information in the page which is linked to that card. ( the wheel is fixed on all the inner pages at the bottom).
There are arrows at the top of these pages next to the titles. If you press them the page will change.
The wheel should spin one position accordingly.
The Pdf attached shows the design.
We want the graphics to be editable so if you could use the cards provided in the rar that would be best. In any case the cards
must be graphics based so we can change these cards design.
