Implement OGG file format in OpenAL Audio Class

Project Description:
I use the openAL audio functions, but I only can use WAV files that way. Now I need the implementation of OGG files to this function.
Some examples how this is possible are shown in the internet, for example:

After the implementation I want to use it the same way and with the same function then the wav files I already use like
[[SoundOAL getInstance] loadSound: @"blob.wav" Hz: 44100];
[[SoundOAL getInstance] releaseSound: @"blob.wav"];
...playSound...loopSound...stopSound... etc.

Important is that the releaseSound function really release the used memory of the sound file during runtime! So i can use different background soundtracks without wasting the memory of the device. The function RELEASE is defined but not work for wav, and ogg is not implemented there too.

So just add OGG support for my sound functions and make the release function work too.
Thats all. Nothing big I guess.
