Hello, for this projet I would use Phonegal + AppGyver steroids and google maps pis (or some other 3rd pary for the map api) and a PHP for backend. For chat feature I would use push woosh or again any other 3rd pary that support socets. So tha is my suggestion and I can do this for you in 10-15 days.
