This sounds fairly straightforward. The SQL error you provided seems to be a either a configuration issue or a SQL availability issue. It is possible that configuring it on the new server will fix that error. I have various experience of deploying and migrating Web application in .Net from one hosting to another. This experience is not limited to one type of deploying process ranging from FTP or using IDE tool like Visual Studio. I can troubleshoot deployment errors resulted from database or web server.

I would propose dividing this project into two: the first milestone would be having it up and running and the second milestone would be to debug the error you're getting. It shouldn't take more than a day but I'm bidding for 2 days to be on the safe side

I would like to bid for the project, i have experience on similar issues. At a previous company i worked for in Athens, we had to transfer all our websites to a hosting company because of security issues so i understand the process.
