I am looking for a programmer who will provide the following:
- build an application in c# that converts csv, excel files to ESRI shp and kml files.
- prepare detailed notes on the pseudo-code and how the app was build so a novice programmer can customise it
- this is a test project and further work is likely for the right person. you must be able to speak fluent English and willing to use skype.

- ESRI shp: the conversion shall be undertaken for point, line and polygons. Columns that are not used for the spatial information shall be able to be put there as attribute values.
- KML conversion: the conversion shall be undertaken for points, lines and polygons. The successful bider will have other options available such as extrude and etc.
- Extra bonus if a programmer can add functionality for converting between kml points, lines, polygons to shp points, lines and polygons.
- The application shall be build on a windows form using .net.
- The provided notes shall describe in detail the software development process.
