Project Description:
I need a developer to code a website using the framework they deem best for this situation (No design is necessary, although a basic layout is preferred):
The website will be a place where every Android app in the market will be categorized (per Android market's default categories). This should be easily done using by fetching from the market itself. The site should also fetch all the available information on the app such as descriptions, price, versions, etc.
Also, a rating system should be implemented where users can login and vote on an app and give reviews.

Again, no design is necessary, but I would appreciate if you can create a basic layout, whether on paper or an actual scheme.
Basic gist: I need an Android App directory.

The fetching should be automated and then cached on the server, refreshing the cache every once in a while.
