I need to put together a 'pronunciation evaluation' online application to evaluate pronunciation for English-as-second-language learners. At this stage, the project will only be a demo, but it has to be fully functional. The demo should be built according to http://talknicer.net/~ronanki/test/index.html but without the Flash/SWF recording part. Which means only 16bit signed 16khz .wav uploading is required.
Most components that make up this demo site is open source. The site itself is a demo of a scholar paper: https://docs.google.com/file/d/0B73LgocyHQnfS0g5ZEw1aFNKT2s/edit . The author provided the source here: http://cmusphinx.svn.sourceforge.net/viewvc/cmusphinx/branches/speecheval/ronanki/ , but it's NOT the same source of the demo.
It appears no actual programming skill is required because this project involved NO modifications of the original CMU Sphinx speech recognition project it depended on. My choice of platform is Ubuntu, nginx. The majority portion of the source seemed to be in Python 2.x . You can write an PHP wrapper that calls Python script, or you can use something like web.py (as simple as possible) to build up the server and use provided source to handle requests.
Again this project won't involve that much programming effort. But it does require you to investigate and research. It'll take some time. I don't know how much this will cost for you so feel free to post your budget proposals.
Attached a sample wav file, which can be used on the demo site: http://talknicer.net/~ronanki/test/index.html, to obtain a good score. The score for 'Complete_phrase' is 8.XX . When you ask me or submit proposals, make sure you've tried it, and write down the actual number in the place of 'XX' (to prove that you read my description).

In addition to the demo site, you should also put together the instructions to setup the site and have it running, at least in development. Deploying python in production environment is not a concern.
