Live Video streaming for web and smartphones

Hello, I am in need of a software application that will allow me to broadcast LIVE on internet browsers as well as handheld mobile devices such as Smartphones and PDA's. The software application has to take into account that Live Streming will be used simaltenously on both the Web Browser and handheld mobile devices. The software application has to be developed like that of a control room similar to a TV station, with the ability for me to show different camera angles, from 4 different cameras, the ability to zoom in and zoom out as well as the ability for me to turn on selected cameras and shut off any unothorized cameras. I also need an advertising section which allow me to embed text or graphics wth the video. I mst also have the ability to to resize the text or graphics.
