Microchip PIC programming for flashing lights

this is going to be hard to explain... I need to be able to turn on LED lights picked by me they will flash and then move on to the next assigned LED and so on. it is set to a timing that will last around 4 mins at most. 1 LED light lit up at the least and 4 LED lights at the most. all the LED are set in a row and there is about 130-180 lights total. I am in need of a microchip PIC programmer and electronic engineer. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables): a)?
