help with sql query

I am attaching the query and the tables involved in the query. The query is done. The only problem is that it is missing some REQs (REQ_ID) from REQ table. The reason for that is that some of those REQs are only in REQ table and not in some of the other tables in the query. So what i want is to get every single REQ which is in the REQ table even if it is missing from other tables. When i run the report i need to get that REQ even though it would not have all the columns filled since it is not in other tables. Let me know if i am not being clear. But it will make sense once you take a look at the attached folder.
