Flash Clickable Map of Croatia

I am looking for a Flash clickable map of Croatia, Croatia has 21 counties, I want to be able to click on the counties then the county is zoomed into and or only displayed, I want each of the counties to be clearly identified. When a county is displayed, I want to display a list of towns/cities/villages, these will be identified by a dot, the location of the dot is defined based on longitude and latitude, when the dot is clicked a URL is opened. The counties need to be large enough to be able to display neighboring villages. The county, the name of the town/city and village, the longitude and latitude and the URL will be listed in a file, for example. For people who are interested in the project and want to do some testing/evaluation, I have a map of Croatia available, with the regions clearly visible and longitude and latitude markings. The program needs to be able to run on my website, it needs to read the parameter file with all of the longitude, latitude etc details, it needs to be compatible with all of the major Internet Browsers, IE, Firefox and Opera.
