PHP script to collect data and store in DB

I have a C# web service that collects data from a Flash application/movie and stores the data into a MS SQL database and displays it in an asp webpage. I would like someone with good PHP knowledge to convert the C# service into a PHP script that extracts the data from the flash file, stores it in a mySQL DB and then displays it in a php webpage. I will also require that you comment the code fully, so that it can updated in the future. I can provide you with the C# code which is commented and the steps needed to extract the information along with the flash file from which you need to extract the data. I also have a screenshot of the final data the end user should be able to see once extracted from the database. For someone with C# and PHP knowledge this should not be too much work.
