Website Engineering Advice

Hi,

I'm looking for someone that can help me structure my website correctly. I'm looking for someone with website engineering or software architecture experience that can help me structure my website. I would also need this person to provide a map/visio map showing the flow from one page to the other in the eyes of 2 different types of users. I need advice on the tools that should be used (like a suitable login authentication and the best way to send/transfer data from one page to the other and etc).

I will give the chosen freelancer the website url, video flash url and Photoshop files to study so you can give me a recommendation. I also expect the chosen freelancer to ask me as many questions as necessary to get this report done. I expect a report and flow map with suggestions on how to change this site around.

The freelancers need to show me they have experience doing website engineering or similar experience. The chosen freelancer should have experience and knowledge of PHP, Flash, Front-end developing, Back-end developing, website engineering and website testing.
