Platform for experts

Project Description:
For one of our clients, we need a platform that brings experts, contractors and residents together.
The project is based on custom programming

what does the platform need:
- website
- billing system
- multi user system
- project system
- administration system for admin / webmaster
- earnings model for client (matching billing system)
- profile system for contractor and expert
- auto email system
- support ticket system
- blog/forum (for contractors and experts)

explanations:
Our client needs a system that simplifies the preparation of reports.
It is intended that a contractor can hire an expert to draw up a safety report for houses.
it is a system where several experts and contractors will cooperate together.
The contractor can download a report that has been uploaded by the expert.

Billing System:
It should be possible that the contractor can invoice the residents and the experts the contractor.
The client wil take a percentage of the bill (this should be adjustable)

Multi user system:
- residents; create an account, give time of visit (like morning between 8 am and 9 am), see invoice send by contractor and status of payment, complaints
- contractor; must place an project (experts will bring out an offer), hire an expert, download a safety report (pdf?), send invoice to resident.
- expert; a simple input of data and images, invoice to contractor, see time of visit adress and more.
- town officials; place project for contractor or experts.

Project system:
town officials or residents must place a project for contractors. which is performed by experts.
experts must look into project that are asignd to them, insert data upload images and reporting the data.
resident only sees there own report.

Administration system for admin / webmaster:
Admin must see everything and be able to adjust projects, change invoices when there are problems.
Webmaster must see everything and be able to adjust everything (like change percentage).
Something like an dashboard overview, registered residents contractors and experts, projects, invoices and more.

earnings model for client (matching billing system):
from every invoice take percentage or compensation. do through separate invoice system admin must recive a mail what
the compensation is and from who and automatic invoice to contractor.

auto email system:
experts, contractors, town officials, residents must recive a mail when they got a invoice, report or something els.

support ticket system:
notification to admin and webmaster. if there are problems.

blog or forum for contractors and experts.
