html5 map and joom 3.2 nav menu

i need someone to create a joomla menu entitled navigation there is a sub menu called u.s.a all 50 states and provinces need there own webpage and there is a totla of 5 cities for every state all cities is roughly 250 webpages each is a sub-menu of navigation menu like this: navigation->u.s.a->states->cities for each state i have a u.s.a png file map and all associated .js .img .css files in .zip folder i need code edits for links from .png map it is html5 ready responsive and a joomla menu creatied called cities&states will all links added to html5 map need to use bonus page in template files associated with my joomla account
