We are building a website that will allow us to ask questions via video and then post it up for others to answer via captured video. We would like for this to work via both Mobile devices and desktops, but we realize that there are going to be several obstacles to make it difficult. We are open to suggestions, and we are happy to provide the framework of the application to sit in to store all user interfaces as well as databasing.
When asking video questions, we would also like the person asking the question to be able to limit the amount of time for the response. (up to 5 min, as short as 5 sec)
In our observations, a few tools that you might want to consider (but by no means are limited to) are:

WebRTC: http://www.webrtc.org (we need to save the video to our server though)
To be awarded the projects you must do 3 things:
1. Describe your technical plan to accomplish the video capture to the server/database
2. Give the user experience differences you will create between a desktop chrome browser, an iOS device, an android device, and any other notable experiences given your technical plan.
3. We would prefer that you push all code through GIT, but if you would like to deliver your code in another way, please let us know how your preferred method.
