Creating a webservice in Java to manage proxy accounts

Project Description:
I am looking for a freelancer ready to perfomr the following task in Java (Netbeans GUI)

I want to create a website to administrate user accounts on my proxy server (running Ubuntu server with Squid).
Freelancer will be given username and password in order to login to the server via SSH and Webmin GUI

The scope of the project

- create a webservice in Java Netbeans that performs some file operations on Squid .conf file (proxy server) like adding or removing username and password (adding and removing line in the .conf file) and a working port number like 4001, at the end the webservice should apply settings by executinf sh command

- webservice can be uploaded on the server running side running the proxy server via admin panel of glassfish java server or via Netbeans deploy

- creating a very basic (just 2 textboxes etc) web client that performs operations on the webservice, website can be uploaded on the server via Netbeans deploy or Glassfish admin panel

I can send VNC login to a Ubuntu 11.10 desktop system that has Netbeans 7 and java sun SDK already installed. All development can be done via VNC client remotely n that system.
