1) Your resume (At least contains your relevant experience and ONE source code file you'd done before)
2) Hour rate (Be realistic)
3) Your time zone and available hours each day or week

We need someone who familiar with basic J2SE knowledge and J2EE (Struts, Spring, iBatis)
PHP/Wordpress

We need someone who familiar with customized blog & CMS development based on Wordpress.
DB
------------------------
Basically, the candidate should be know how to use MySQL well for web system (If not master MySQL).
Web application
------------------------
Nigix / Apache and Tomcat
Most importantly, you need to have good ability to learn new technology related to Java or PHP.
